The CHS believed that the payments occurred, but the funds were funneled through multiple bank accounts to make it difficult to trace. The document also references "the Big Guy," believed to be Joe Biden. It is important to note that these allegations were raised during Trump's impeachment for asking Ukraine to investigate the Bidens. A whistleblower informed Senator Chuck Grassley and Representative James Comer about the existence of the FD-1023 document, which is now leaked.
